Boating License Requirements in Arkansas
Arkansas requires boating education for some operators but not all. Anyone born on or after January 1, 1986, must complete an AGFC-approved boating education course and carry the resulting certificate, which remains valid for life. The AGFC accepts NASBLA-approved course certificates to satisfy this requirement. Operators born before that date are not required to complete the course, though doing so is voluntary. Arkansas recognizes boating education credentials from other states.
Different age restrictions apply depending on vessel type. Individuals aged 12 and older may operate motorboats with 10 or more horsepower independently, while those under 12 may operate only under direct supervision of someone at least 18 years old. Personal watercraft (PWC) have stricter age limits: operators must be at least 16 to operate independently, aged 12–15 may do so under direct supervision of an 18-year-old, and those under 12 may only operate under direct supervision of someone at least 21. Boating regulations change periodically; prospective boat operators should confirm current requirements directly with the Arkansas Game & Fish Commission before operating any vessel.

What a boater-education card proves
A boater-education card shows you’ve passed a NASBLA-approved safety course covering navigation rules, required equipment and emergencies — it is not a driver’s-license-style test of skill. Most states accept an approved card from any state, but who must carry one, and from what age, is set state by state. Check the rule below, then confirm it on the official state agency page before you head out.
