Connecticut requires all boat operators, regardless of age, to hold a Safe Boating Certificate (SBC) to operate vessels. The state also requires a Certificate of Personal Watercraft Operation (CPWO) specifically for personal watercraft operation. Operators younger than 16 may operate a non-PWC vessel only under direct supervision of an adult aged 18 or older who holds an SBC or CPWO. For personal watercraft, anyone under 16 must have an adult aged 18 or older aboard who holds a CPWO with at least two years of experience. Connecticut recognizes equivalent boating education credentials from other states.

Since boating regulations are subject to change and some states are in transition, operators should confirm the current requirements directly with the Connecticut Department of Energy and Environmental Protection (DEEP), Boating Division, before operating any vessel. This information is not legal advice and serves only as a general overview of the documented requirements.

What a boater-education card proves

A boater-education card shows you’ve passed a NASBLA-approved safety course covering navigation rules, required equipment and emergencies — it is not a driver’s-license-style test of skill. Most states accept an approved card from any state, but who must carry one, and from what age, is set state by state. Check the rule below, then confirm it on the official state agency page before you head out.
