Boating License Requirements in Ohio
Ohio requires boater education for residents born on or after January 1, 1982 who operate a vessel powered by more than 10 horsepower. The credential must be a certificate of completion from a NASBLA-approved boating course or an ODNR-approved proficiency exam. Children under 12 are prohibited from operating vessels over 10 horsepower unless under the direct supervision of someone 18 or older. Personal watercraft have separate restrictions: operators under 16 are not permitted, though those ages 12 to 15 may operate a PWC if a person 18 or older is aboard.
These requirements apply within Ohio waters and apply to both residents and visitors operating vessels in the state. Current enforcement and reciprocity rules with other states should be confirmed directly on the Ohio Department of Natural Resources, Division of Parks and Watercraft official website, as regulations and enforcement practices are subject to change. Anyone uncertain about their specific situation should verify the current requirements through that agency before operating a vessel.

What a boater-education card proves
A boater-education card shows you’ve passed a NASBLA-approved safety course covering navigation rules, required equipment and emergencies — it is not a driver’s-license-style test of skill. Most states accept an approved card from any state, but who must carry one, and from what age, is set state by state. Check the rule below, then confirm it on the official state agency page before you head out.
