Boating License Requirements in Virginia
Virginia requires boating education credentials for certain operators on state waters. All operators of motorboats with 10 horsepower or greater must hold a Virginia Boating Safety Education Certificate, regardless of age. Additionally, all personal watercraft (PWC) operators age 14 and older are required to obtain the same certificate. The credential is a NASBLA-approved Virginia Boating Safety Education Certificate issued by the Virginia Department of Wildlife Resources.
Operators may optionally obtain a Lifetime Boater Card for $10, which serves as a wallet-sized credential. Virginia recognizes boating safety certificates issued by other states. Because boating regulations are subject to change and some jurisdictions are currently updating their requirements, operators should verify the current licensing and education requirements directly through the Virginia Department of Wildlife Resources website before operating any vessel or watercraft.

What a boater-education card proves
A boater-education card shows you’ve passed a NASBLA-approved safety course covering navigation rules, required equipment and emergencies — it is not a driver’s-license-style test of skill. Most states accept an approved card from any state, but who must carry one, and from what age, is set state by state. Check the rule below, then confirm it on the official state agency page before you head out.
