Several states maintain a tier in which there is no mandatory statewide education card requirement to operate a motorboat. Alaska, Arizona, Idaho, South Dakota, and Wyoming fall into this category. In these jurisdictions, boaters are not legally required to complete a formal boater-education course or carry a corresponding certificate to legally operate a vessel. Despite the absence of a mandate, completion of a NASBLA-approved boater-education course remains voluntary and is widely recommended as a way to develop safe operating skills and knowledge.
