Who Needs a Boating License in Rhode Island

In Rhode Island, boater-education requirements apply to two groups: individuals born after January 1, 1986, who operate vessels with motors exceeding 10 horsepower, and all personal watercraft (PWC) operators regardless of age or birth year. The state issues the Rhode Island Boating Safety Certificate through NASBLA-approved courses of at least eight hours or via the Rhode Island Boating Safety Challenge Exam, which requires a passing score of 70 percent or higher.

Minimum operating ages vary by vessel type. For motorboats, no one under 12 years old may operate alone; operators aged 12 to 15 may operate independently only if they hold a certificate.
